When you drop the down pipes (again; that's gotta be getting old), you might also try is to put shop air (with a gauge on the line) to the wastegates. See if the wastegate mechanism itself starts to open at it's designated spring setting. That should give you some additional data to determine if the wastegates are opening when they should, and to bypass the boost solonoids. Are your wastegates and the signal to them stock?
